A fourth resolution removed <strong data-start=\"653\" data-end=\"683\">certification requirements<\/strong> for a broad range of products subject to energy efficiency guidelines, though it did not alter the efficiency thresholds themselves.<\/p>\n<p class=\"\" data-start=\"818\" data-end=\"981\">Introduced under the 1996 <strong data-start=\"844\" data-end=\"898\">Small Business Regulatory Enforcement Fairness Act<\/strong>, the CRA enables Congress to overturn federal agency rules within a set timeframe.<\/p>\n<p class=\"\" data-start=\"983\" data-end=\"1460\">Critics, including <strong data-start=\"1002\" data-end=\"1020\">Andrew deLaski<\/strong>, executive director of the <strong data-start=\"1048\" data-end=\"1096\">Appliance Standards Awareness Project (ASAP)<\/strong>, warned that repealing these regulations could increase costs for consumers and businesses. ASAP projected the now-rescinded water heater standard would have saved households an average of $112 over the product\u2019s lifespan.
